It is not Hamlet saying this - it is Polonius in a reaction of what Hamlet tells him in Act 2 Scene 2. Hamlet is "pulling his leg" when Polonius wants to test the matter of his insanity. The way in which Hamlet is reacting on quotes from a book makes Polonius see that Hamlet is not ill but crazy because of love.
